【摘要】:Systematicsurveysprovidedataonshorelineconditionsfromwhichinformedplanningandoperationaldecisionsmaybedevelopedwithrespecttoshorelinecleanup.Surveysmayincludeoneormoreofthreecomponents,listedbelow.Thescaleoftheaffectedareaandtheavailabilityofpre-spillinformationwillinfluencetheselectionofsurveycomponentsandthelevelofdetail(1).3Theaerialreconnaissancesurveyprovidesaperspectiveontheoverallextentandgeneralnatureoftheshorelineoilingconditions.Thisinformationisusedinconjunctionwithenvironmental,resource,andculturalsensitivitydatatoevaluatewhichareasrequirearesponseandtheprioritiesoftheresponseoperations.Theaerialvideotapesurvey(s)providesystematicaudioandvideodocumentationoftheextentandtypeofshorelineoilingconditions,physicalshorelinecharacter,andpotentialaccessrestrictions(2).Thegroundassessmentsurvey(s)providethenecessaryinformationanddatatodevelopappropriateshorelineresponserecommendations.Afieldteam(s)collectsdetailedinformationonshorelineoilconditions,thephysicalandecologicalcharacterofoiledshorelines,andresourcesorculturalfeaturesthatmayaffectorbeaffectedbythetimingorimplementationofresponseactivities(2).Inordertoensuredataconsistencyitisimportanttousestandardizedterminologyanddefinitionsindescribingoilingconditions,asprovidedinGuideF1687.1.1Thisguidecoversfieldproceduresbywhichdatamaybecollectedinasystematicmannertodocumentandassesstheoilingconditionsonshorelines.1.2Thisguidedoesnotaddresstheterminologythatisusedtodefineanddescribeshorelineoilingconditions,theecologicalcharacterofoiledshorelines,ortheculturalorotherresourcesthatmaybepresent.1.3Theguideisapplicabletomarinecoasts(includingestuaries)andmayalsobeusedinfreshwaterenvironments(riversandlakes).1.4ThevaluesstatedinSIunitsaretoberegardedasthestandard.Thevaluesgiveninparenthesesareforinformationonly.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
